is it safe to re site a magnolia ? when would the best time be to move it?

Jennyh is right, they loathe root disturbance, so the plant may not respond well, and if its been where it is for longer than a couple of years, it'll be difficult to move without disturbing the roots or even get them all out intact. Best attempted in autumn or early spring, or while its dormant over winter when the ground's not frozen.

I am not 100% sure, but I don't think they like their roots being disturbed. If its not been into long you might get away with it.
