I have a well established Arum Lilly. I would like to split it. Can you tell me the best time to do this and how should I go about it

If your Arum Lily is in the ground it is best to leave it till the spring. Then dig it up and split it with two forks back to back, then replant directly.
Moving it now will promote growth which will become frosted.
In the past I grew Arum lilies for display in the Church at Easter, potted up in September to a cool greenhouse. By November they were in the heated greenhouse and I started cutting in January and kept them at a level temperature of 40 degrees F.
