I planted some onions towards the end of April but the bulbs now measure about 1 inch and have gone soft, but the leaves look healthy. Is this ok or is there a problem

If they were onion sets (tiny bulbs) the original bulbs will all but disappear, then new bulbs will start swelling shortly after the summer solstice.
