My Victoria plum tree is growing what appear to be sucker branches (similar to rose trees) which are now outgrowing the original plum tree. Should I remove these growths at base as I would a rose growth or best left alone?

I am no expert, but I'd say remove them. They might well be weakening the tree, and also could be coming from below the graft point.
