My cordyline has been in my garden for 25-30 years. It spouted three small branches from three of the main trunks is this normal?Some of the top leaves do not look to healthy after the severe winter frost, can these main trunks be pruned right back?

Yes, cut back to the new growth, preferably at an angle so the rain can run off the cut trunk. Sounds as if the tops have been damaged by the winter, and the plant is regenerating from lower down instead.
