As soon as possible if its in a damp corner! They like free drained soil in full sun. It should lift ok.

Just to say bottlebrushes are struggling this year after the bad winter. Mine looked very sorry for itself until about three weeks ago when the rain triggered new growth

The summer isn't the best time for moving anything but having this plant in a damp corner is not good, it would like to be in a welldrained, warm and sunny spot where it'll thrive.
You'll need to take the entire rootball so try not to dig into its roots or its settling-down time will be much longer and in the main growing season you'll have to be putting the hosepipe on it weekly to help its roots settle.
The dormant period is always the best time for moving so maybe then would be best, our member Bamboo will be better equipped with the knowledge you need and i'm sure she'll see your post.
