hi! i have a peani and the bloom has now gone over is it alright to cut it down to make more room for planting.

Do you mean a peony? We don't cut ours back but others do...

I don't cut mine one and only peony back, as it would leave an unsightly gap in the border, as it is quite large. So you can do either and the plant won't mind either way.
