i have my yucca out in the garden for the last 10 yrs and only this year the frost and cold wind got to it, has started growing little buds out the trunk can i cut these off and how do i repot them there is about 8 shoots. it is about 12foot tall.

Don't cut the buds off, just let them grow. If there are too many, you can cut the ones you don't want off, but I don't think it would be easy to get them to root.

I suspect you probably mean Cordyline australis rather than Yucca, and if you do, I'd ask what the growth at the very top is like. If its okay and growing well, and you don't want new branches lower down (which is what the 'buds' will turn into eventually) then just rub them off. If they were growing off the roots near the base and you could get a good piece of root with them, you'd have a chance of growing them on, but halfway up the trunk, no. If the top of your plant isn't growing at all, or not very well and looks sick,you may need to cut the plant down to where the new growth is.
