Will agapanthus roots continue to grow after digging out the plants. I am not able to remove all of the roots but have dug about 10 inches deep to remove the roots that I can.

As long as you remove the crowns, the roots will eventually die, though they store enough food to add to their length for the next year or so. They won't, however, form new crowns by themselves.
