I want to cut a conifer next to my patio, which is grown too tall and fat. If I leave the stump about 3 feet high, will it grow back again?

No, afraid not. Conifers do not regenerate if you cut into the mature wood. You could grow clematis over the stump?

Steragram is correct - you can trim but not coppice/polder a conifer. They do not regenerate from old wood. They are quite cheap to replace.

You could try and topiary the bottom of the conifer - that works well. Something like this looks good and is easy to do: (http://uphilldowndale.files.wordpress.com/2008/12/a-christmas-tree-of-sorts.jpg)

If you make sure that the cut is level you could fit a table onto the stump. Use it for the birds or the evening G&T etc.
