My dogrose has finished flowering. The hips are not ripe but they seem to offer some tiny seeds already, on the outside of the hip. Are these viable seeds?

No the seeds are on the inside of the rose hip. And, beware, when you open it the seeds they have nasty little hooks (awes) that catch on your fingers. Mother used to make Rosehip syrup and her fingers were always sore from the making.
