If you decide to go for ground cover then be careful which plants you choose because some such as Vinca Major can become invasive and become just another job to tackle keeping it in control.
But there are lots of ground cover plants that are attractive and evergreen or semi evergreen that would do the job well.

What sort of size are you talking about, Firdous? Is it sunny/ shaded/ overhung with trees? Almost anything would be easier to manage than a lawn that needs mowing. You could make it like a rockery with alpines and classic "rockery plants", or use shrubs to fill up the spaces, or use lower growing ground cover plants and prostrate shrubs. You could terrace it with retaining walls and little paths for access.
IMHO the ground cover option would need the least maintenance, once established.
