do you cut down verbascum when finished flowering

If you want it to set seed then, no, you don't. If you don't want seedlings everywhere, then, yes, you do.
The ones I have are biennial, if yours are the same, the plant will die off, whichever you do.
Some are supposed to be perennials (sorry I don't know which they are) so should carry on another year or two.
