after the bad winter the cordalines have began to shoot away again from the base at what height do I seperate from the old stem ,there are a few new shoots from the old plant fron 6" to 1 1/2 feet presently or can I leave them as they are , would I uproot the plant to cut off or slice off

Volunteer is right!
I had seven of them, they all died, I left the roots in, but cut majority of the main trunk down leaving about 2 feet in the ground, the old trunk will eventually rot away as the center is very soft. Three of mine are growing back..

Cut down the main trunks as close as you can to the new growth, preferably at an angle to allow rain to run off. Best to remove as much as possible in this way, to prevent slime flux infection.

Is it possible for you to leave the small plants where they are and just cut away the old dead stem? The shoots may not have their own root system and may not survive being removed from the main stem.
