Can I plant alium bulbs in my garden in early august in Montana? Can the bulbs just be left in the ground year after year or do they need to be lifted every year?

Most, but not all, Alliums will be happy all year in Montana. I would check with your local cooperative extension office, to see what your USDA climate zone is, and be sure to match it up with the hardiness figures on the bulb catalog, or box.
