what is eating my impatiens busy lizzy

what is eating my impatiens (busy lizzy)? Flowers and leaves all gone just the stalks left. All other flowers and foliage are untouched. They have eaten them from pots and beds. Never had this problem before?
Can't be rabbits as borders are fenced off.
