How can I get savoy cabbage to heart,only getting loose leaves. Ground is well manured.

Sorry to be so tardy with an answer, but I've been waiting for someone more conversant with the climate in the UK to help. My experience with Savoy here in the desert is that it doesn't start to head up until the nights start to get chilly in late fall. I would probably give it another 6 weeks, and then worry.
