You need to clear the grass away from around the trunk loosen the soil and do some serious watering. Any water you are putting on at the moment is not getting near the roots of the tree. Clear an area about a foot in diameter and once you have loosened the soil put the hose at the base of the tree and leave it on trickle overnight. Repeat at least twice a week.
I would also suggest that later in the autumn you move your tree away from the two fences as it will be less than happy there as it grows. Take of the labels to and keep them somewhere safe.

If its been planted this year, its most likely drought - leave the hose trickling at the base for at least an hour. These plants like damp soils, and any new large plant like this will need at least a couple of gallons of water a week until autumn arrives - and you will have to supply it, specially where that's planted, in a corner, possibly not receiving all rainfall because its in a 'rain shadow' area. This assumes there's no evidence of pest or disease on the leaves or stems. Keep well watered in the same way from next spring through summer as well. After its first two years, it won't be a problem unless we have significant drought.
