The shallower you plant them the more likely they are to produce small bulbs on the side of the main bulb with the energy going into the small bulbs and the main bulb failing to flower again.
That is not what you want. You want your bulbs to flower year after year and the deeper you plant them the less likely they are to produce small side bulbs and for the bulb to continue flowering and that is why your first answer is correct.

If you have heavy soil don,t plant any deeper than 6", and if you plant them before november any growth could be damaged by frost. derekm
