when can i a safely move my 8foot laburnum tree

If its been in the ground longer than 3 years, you may need lifting gear and a tarpaulin to heave the rootball to the new position - the rootball on a tree that size will be extensive. If you still want to attempt it, best done when its dormant in winter.
