Can you tell me if this is a plant or fungus? They started poping up in my yard this year.

Certainly a fungus. Perhaps Verpa conica (if so it is edible, but its a big IF!)

It looks fungal to me but scrape the soil back carefully and see if there is a root structure. if its fungal there wont be any roots just thread like cotton woolfibres type stuff. sorry Im not very coherent at the moment. :o)
