What is eating my Viburnum hedge?

My Viburnum hedge is being eaten alive by some bug or disease.It seems to be happening to bushes in our town centre and in Basingstoke,so it isnt something common just to us.Can you help?.Many thanks,Barbara.

This may be Clastero-sporium. Spray with Bordeaux mixture.

Previous question
mine looks as if it has been shot with a db shotgun. i think it is an insect but not sure which one. I am going to give the plant a drastic prune as it has got to big for the space it is in. not much help i am afraid barbara
