I have managed to germinate some Clematis Tangutica, but a mate tells me they could take upto 3 years before they will produce flowers, is this true ?

Three years would sound reasonable to me. I don't see how T&M can claim three months, seems rather unlikely for anything except annual seeds.
Nice picture Peedee, is it a plant of yours?

"Why not liven up your hanging basket or container this summer with this easy to grow clematis. Flowering only three months after sowing you can use 'Radar Love' as an annual and then, if required, transplant during the autumn to a permanent site to grow as a hardy perennial."
A quote from the site.
