I have a lilac tree with lots of suckers in the middle of an established herbaceous border if the tree is cut down what can the stump be treated with to rot it away with out harming surrounding plants

SBK, a liquid brushwood killer available at garden centres. Drill holes into the stump, about an inch in from the outside if its a large stump, fill the holes up with SBK, cover with something, a paving slab, sheet of plastic, whatever, and leave. You may find you need to treat some of the suckers as well.
