Hi Ladygardener,
This is leaf spot, a fungal infection . Spray with a suitable fungicide. Sometimes it is more cultural, and seeing it was smothered by the forcythia which you have now cut back could improve it. Leaf spot is some times caused through poor drainage. I have a simular problem with my Strawberry tree which is unfortunately planted in a part of the garden which is solid deep clay and prone to waterlogging. Photinias are prone to leaf spot if in too wet a soil. If through it beeing smothered by the Forsythia it is a bit straggly might well do with cutting the weak side shoots back to tidy it up and now would be the time.Late Winter to early Spring.
