I can get some granules to kill the weeds in my grass. When is the best time to use it? I think I have more weeds that grass at the moment so may have to plant some grass seed once the weeds have gone. Can I do this successfully?

Nope, not now. Or at least, better not now - the treatment you describe works better on weeds which are actively growing, so should be used between April and July at the latest. Autumn treatments can be used now, but most don't contain weedkillers, only a slow release feed and mosskiller.
