Are finally cut pieces of dried rosemary and dried lavender good for using as a dry mulch?

(Picture shows dry pink heather flowers to add a bit of colour.)

Also, as a bonus, it is free.

Yes anything organic just about is good as a mulch needs to be a good inch deep preferably more.
