when cordilines start to grow again from the base after winter damage,can they be split for planting on?

Which might not be possible - often the new shoots are coming off the old trunk, and there's no root at their base for you to detach. If you can get them off with some root, then pot them on, but if you do it now, you will need to protect them from cold over winter.
