I recently cut down an burgundy double hollyhock which was quite an eyesore and only standing to ripen some seeds.
Does it need digging up or leaving in thr ground, and will it come back next year?

This one has suffered severley with rust this year.
It started to look a bit sorry fir itself, and it was spreading faster than I could remve the leaves. In the end it started looking bare and every single leaf was infected.
I will certainly be buying a spray to try and prevent it, and treat any that appears.

No, it'll come back next year, but you might want tohave a spray handy to treat for hollyhock rust - the dark flowered forms are much more prone to it.
