Assuming you mean Jasminum sambac, the arabian jasmine, this plant will not tolerate temperatures under 5C = 41F, so no, it will die if you plant it in the ground. Even in Britain, which is warmer than NY, it would need to spend the winter indoors in a conservatory or heated greenhouse.
I wonder if Scotkat thought you were asking about Sambucus?

I would say yes you could plant outdoors its a beautifull specimen.
But I am not sure how hardy it is .
