When is the best time to move our Abies Koreana? Its struggling in a too wet site and we want to relocate it!

Purchased about three years ago, as an established 1.5mtr non-container grown tree. First year great, downhill since. No cones in subsequent years. Now losing needles in centre, but still has new growth shoots. We need to save our investment and favourite tree.

I'd move it now, prepare the hole first, dig in plenty of leafmould or compost so its roots have plenty of 'run'.then lift it and plant it in one movement. and then fingers crossed.
