neck rot on swedes/yellow mold,moss on the bark of a young victoria plum tree.

my uncle has his swedes growing in 12inch high raised beds in mix of soil and manure,the necks seem to be rotting in the ground.can anybody tell me why and how, please.also he has yellow coloured mold or moss on the bark of his young victoria plum tree any answers to both questions would be great thanks, chis.
