i have cut my cornish palm tree down to about 4 foot to a stump! but now at the bottom of the stump. 5 or 6 little palms are growing off them. can i cut them off and replant the off shoots?

Not unless they have roots attached. You could check and see if the ones nearest the soil have any roots, and pot them up if they have. Otherwise, let them grow up to replace the dead palm. You may want to cut the old trunks back even further if that's what you decide.
