May I leave grow lights on 24 hours a day when overwintering tender perennials indoors?

Why? Plants need to acclimatise to the local environment and require darkness.

Better to have them on 10-12 hours a day to match their natural seasonal rhythms. Length of time doesn't really compensate for lack of intensity.

I wouldn't. Plants do notice and some will not flower unless they have the requisite number of hours of darkness.
