it certainly came back for 3 years but then i havent seen it for the last two, perhaps its shorted lived.

Some species are only hardy to -3 degrees.

Lost all of our plants this winter, both the blue form and the white. Hopefully did manage to keep a few seeds so have sown them. It is definitely classed as a semi hardy perennial.
