would it be ok to cut my queen victoria lobielia down now?.It is about a metre high but im not sure whether to cut it back or leave it with the winter here now

I'd leave it if you can stand the look of it - dead topgrowth will provide a bit more protection over winter. Cut down in Spring as growth begins.

Definitely leave it - the stems are hollow, so cutting it could cause the plant to rot from the inside..........
