Can fennel have a negative impact on honeysuckle next to it?

Every year our honeysuckle grows really well until the fennel next to it takes off. then the honeysuckle dies back and its leaves display some kind of mould. It has never flowered. regards, Diane and Tony

I expect the Fennel is taking the food and the water away from the Honeysuckle. Or maybe the Honelsuckle is in the sunshine , they prefer the lower growth to be in the shade.
