hortensia pests

here is a picture of the "tree" part of my hortensia... is there ANY1 that can help me find a cure for the flower??? I have treated it with "normal" pest control, but no good.... thanx in advance

you need to give it a systemic insecticide. this will be absprbed by the plant and when the pest sucks the sap it gets a dose of poison. the white 'hairs' are water repellent. you could try spraying with soapy water first then with normal pest control.
personally I'd go for the systemic one.
