I planted stocks last year,can I leave them in and will they flower this year ?

Depends which stocks you planted - they're either Hardy Annuals, half hardy annuals or hardy bienniels. If you planted the latter (they were planted last year but didn't flower) they should flower this year.
There is one perennial form, usually known as white perennial - this one forms a bushy plant and does flower yearly.
