I bought new dracaena, took it home and saw like little dots on leaves, is that something to worry about? or does that just mean that it had a problem before?what is it?

Its on many leaves and more closer to the stem, can't possibly think of anything how it could get 'bruising' there

Hard to say what it is - I've magnified your photograph, but the detail isn't clear enough to see it properly. I assume these are just marks and not tiny insects or fluffy deposits if closely examined?
