Taking Dahlia cuttings, my books state two ways ,one cutting the 3"-4" shoot off and planting up or cutting the tuber with the shoot on and planting up. Will they both flower this year.I am trying to increase my Dahlia stocks of my favourates.

If you want lots of plants you must take cuttings. From where you take the first cutting, you will get fresh shoots and these will provide more cuttings. These will be the best plants. Cuttings taken up to mid April depending on variety can flower from early July.
Dividing the tuber....the other method you suggest....can be done much later in the season provided you have a nice spacing of the shoots so that you can cut through the stem and tuber without damaging the shoots.
I would try taking proper cuttings first, and if that fails then divide the tuber end of April.

I always used to try to get a slither of tuber on my cuttings but normal tip cuttings would work just as well. The cuttings went on to form superb plants flowering in later summer in Brighton's dahlia walk in preston park.

Both should flower this year as even dahlia seedlings can flower first year. The cuttings with tuber will produce a better plant quicker.
