Quite a few. Google RHS Plant finder and type in 'Billy' and it will tell you all of the genus with billy in the name. Good luck do tell us what you choose.

There is a pretty fuchsia called Billy Green. Haven't looked up whether it is a hardy one though.

Hardly something to recommend it, but in Scotland, Sweet Williams are called "Stinking Billy".
