Allium leaves are well known for not being the best part of the plant. They will droop and hit ground level before the flower spikes come up. It has been quite dry so give them a little water as well.

My Allium cristophii has done the same thing, however,it did this last year and the flower still came up lovely - I just use other plants in front to hide the leaves.

It is the norm for Allium to droop their leaves, but dosen't usually affect the flowers.
