Hello,
It has lots of buds on it all a nice healthy size and is situated in a bright sunny position, when we get sun that is! I have recently top dressed it with some fertilizer and to be honest it looks very healthy. After i wrote my post i saw different comments on camellias am still finding my way around the site, will be patient and take some pics when it flowers, thanks for your reply.

Probably, look at the other questions about Camellia flowering just below yours... if you can see viable flower buds - no matter how small - then eventually it will flower.
You don't say how you are growing the shrub, it likes an acidic soil, semi-shade to almost full sun and needs protecting from frost (or you will lose the flower buds). If you have not given it a feed in a while you could top dress it with something like a Rhododendron fertiliser that you then lightly forked in or use MPK.
