I never prune fuchsias before April, and I live in the south. The only exception is perhaps I'll do them next week (last week of March) if signs of growth are appearing and the weather isn't freezing.
You've got a choice with this one, depending how tall you want it to get - for a plant 5 or 6 feet, prune down to about 4 inches, above a good bud or leaf, or remove any dead or weak wood and cut the remainder down to a healthy bud or pair of leaves.
