My cuttings are about 6" now and are developing buds. Do i remove these to encourage growth?

It depends what they are,Francesy,but it is usual practice to nip them out,especially the centre ones..if you want them to bush out..

As others have said it does depend on what they are.

Generally I wouldn't remove buds on stems but many plants/shrubs do benefit from trimming of their stems to encourage a bushier habit
