Have just planted my pet's ashes in a a solid blue ceramic pot - with lavender plant above. Problem is how do I get sufficient drainage as the pot is solid and I believe insufficient drainage could kill the plant.

it mite be nicer putting the ashes in a whole and plant over it in the ground .

Unfortunately you can't you need to take the lavender plant out again... Any living plant in a pot needs to be in oe with drainage holes at the bottom.
