Our viburnum plicatum does not have any new leaves on it, 12th April, 2012 - there appears to be tiny brown leaves at the tips but no green growth. When you scratch the bark it is green underneath. What can we do.

Nothing - if the bark is green underneath, its still alive, hopefully, and will start growing soon. Just wait. Possibly the new leaves just started and then got killed by the sudden drop in temperature after a very warm March.
