Does cat litter damage soil? And if so what can I do to put it right to grow veg ?

Aha! That's what is needed.
I would remove as much of the faeces as possible, and dig the rest in well, with some good compost and gypsum--or lime, if your soil is acid. Follow that with a deep watering, and wait a few weeks befor planting. I would also cover the soil with crumpled chicken wire, to keep the kitties from coming back.
