Looking for small shrubs, about 50-70 cm in height, maximum 50cm wide, anything which needs little maintenance, to grow in sandy soil, part sun/shade, with flowers looking down. For my "hanging" garden. Any suggestion would be appreciated.

spyria golden flame. Cut back well in autumn and you'll be rewarded with a burnished orange bush in Spring.

There are small shrubs, but I can't think of any which produce large enough flowers to hang at all, or they don't have significant flowers anyway.

Bamboo, sorry I mislead by saying "hanging" garden, it is a tiered garden (very steep) , Thanks Sooze, I've got the spyria golden flame, and yes its ideal for the situation. It's certainly easy to look after. Something like that I am after but hopefully with flowers

Try the hardy Fuchsia Lena. It has very lax growth and needs to be where the branches can hang down. And the flowers are beautiful. It normally dies back in winter and shoots again from the ground in spring.

Spiraea 'Goldmound' would have been a better choice because it doesn't get so big as 'Goldflame' - if you've got room for more, get some because they do flower, and you won't have to keep cutting them back.
Otherwise, what about Berberis - the flowers are insignificant, but at least the leaves are coloured, though they need sun. Check out Berberis 'Bagatelle' or B. thunbergi atropurpureum 'nana'. Dwarf lavenders too, if you haven't any yet.

Thanks for the offer Steragram, I might take you up on the offer. Not really plant hunting weather today, rain and cloudy. A friend of mine gave me a small plaque (spellt correct?) where it says God made rainy days, so gardeners get their housework done. So true in my case.
